THE RECTOR SETS A TREASURY COMMITTEE FOR TRANSPARENCY

Financial Governance

Under the directives of the Rector of the University of Ngaoundéré, the Vice-Rector in charge of Cooperation and Relations with the Business World, Professor PARE DAOUDA, chaired on October 9th, 2026, the session of works related to the Treasury Committee established by Decision of the Rector. Indeed, this Committee will have to ensure the transparency in financial management.

This involves :

– Defining works schedules in order to properly prepare the budget, within the required timeframe, as it requires the participation of the members involved in the financial management chain.

– Work with a team spirit, to prioritise the common interest by involving Heads of Department, Deans, Administrative Officials and actors of the financial chain. In fact, the synergy while working contributes to the proper budget preparation.

At the end of the meeting, some resolutions were adopted to ensure fluidity in the financial management, namely:

• The adoption of a well defined commitment plan;
• The adoption of the budget preparation process;
• The adoption of a weekly or monthly schedule to convene the Treasury Committee.

The Treasury Committee is composed of :

• The President: Prof. MAMOUDOU ABDOULMOUMINI (The Rector)
• The Vice-President: Prof. PARE DAOUDA (VR-CRME)
• The Coordinator: OUMAROU Emmanuel (DAAF) and ABDOULAYE MALAM (DBAAF)
• All Heads of Establishments
• All Heads of Division of Establishments (DAG and DAF)
• The Head of Budget and Equipment Service (SBM)
• All Heads of Administrative and Financial Services (SAF) of Establishments.
